QPI is a different approach to recruitment support and retention of caregivers based on rebranding fostering. QPI has focused heavily on improving the recruitment of foster parents as well as ensuring that only the most qualified individuals care for the children. In agencies participating in QPI youth and foster parents also now have a greater voice within the foster care system. agencies have relied heavily on their feedback to guide recruitment, licensing, and placement reform, and foster parents and children alike are now encouraged to participate in many administrative meetings and help lead pre-service training. In Florida, QPI offers on demand computer based “just in time” training at www.QPIFLORIDA.com. QPI has also guided the expansion of foster parent mentor programs, which provide support and guidance to new and struggling foster families. Since it was piloted in 2008, the Quality Parenting Initiative (QPI) has implemented sweeping reforms over Florida’s foster care system. The QPI approach has been adopted by the State Child Welfare Agencies in Florida and California as well as by many local agencies in those States.

QPI Florida is a collaborative between Florida’s Department of Children and Families, the Youth Law Center and fifteen of Florida’s Community-Based Care Lead Agencies, with the financial support of the Eckerd Family Foundation and technical assistance from Discover True North and the Annie E. Casey Foundation.

QPI California is a joint effort among the California Department of Social Services and the California County Welfare Directors’ Association and the Youth Law Center with the support of the Stuart Foundation and Walter S. Johnson and David B. Gold Foundations with technical assistance from Discover True North.

Florida’s Department of Children and Families sponsors QPI Florida’s on-line training program, Just In Time Training, that addresses Florida’s foster parents’ training needs through live interactive on-line training. It is a repository of recorded training and related resources and serves as a statewide training delivery platform tailored to foster parents. Just In Time Training is a service provided by Florida's Center for Child Welfare at the University of South Florida.
